Since January 15, 1996 the Joint Committee has been engaged in negotiations over salary and benefits for 1996-97.We are pleased to have reached an agreement which sustains McMaster University's principles regarding the importance of merit in our salary structure, and which recognizes the University's need for short term budget relief. Although the Board of Governors has requested a three year financial plan from the Administration, the Joint Committee is recommending a one- year agreement on salary and benefits.
Through separate memoranda of agreement, the Administration and the Faculty Association have made provisions for issues affecting benefits available to faculty, conditions of employment of faculty, and the rising cost of representation of all facu lty in salary negotiations. Three Memoranda of Agreement are attached: on (A) Benefits; (B) Guidelines Relating to the Length of the Teaching Day, and Teaching in the Twilight Hour; and (C) The Funding of the McMaster University Faculty Association. Alt hough the latter two of these Agreements are not concerned with the negotiation of salaries and benefits, they do provide a context for some of the Joint Committee's discussions in this year's negotiations. Accordingly, they are also attached as Appendic es to the recommended Agreement on Remuneration.
The Joint Committee reaffirms its mandate concerning the employment conditions of faculty. During discussions in the Joint Committee there was concern expressed about how the changes the University is experiencing are affecting faculty workloads. The Joint Committee will write the Deans asking them to be sensitive to this issue when developing Faculty plans and to inform the Joint Committee of any planned changes which may have a significant impact on individual workloads.
It was further agreed that the Joint Committee would record its on-going commitment to the concept of the McMaster University Futures Fund and to the continuation of active discussions regarding this issue.
A ballot on this agreement will be conducted by the McMaster Faculty Association among its members on the CP/M plan for ratification no later than April 12, 1996.

This is a one-year agreement, from July 1 1996 through June 30 1997, covering the remuneration of faculty on the Career Progress/Merit plan (CP/M). -1. There will be no Across-the-Board change in salary.
2.1 CP/M payments will commence on July 1, 1996. They will be based on the following:
2.2 For 1995 performance there will be 110 par units per 100 faculty members. The value of each par unit will be equal to 80/110 of a normal par value.
2.3 For 1994 performance there will be 110 par units per 100 faculty members. The value of each par unit will be equal to 55/110 of a normal par value.

3.1 To permit short-term budget relief, faculty will take 3 days of unpaid leave in 1996-97, which equals 1.2% of the 1995-96 salary. This sum will be deducted in twelve equal instalments beginning July 1996.
3.2 Two of the unpaid days will fall on Monday, December 23, 1996, and Tuesday, December 24, 1996.
3.3 Senate shall be asked to endorse a proposal that the third unpaid day may be taken during the teaching term, on Friday, October 11, 1996. If Senate fails to endorse this request, the Joint Committee will agree on another date for the third unpaid day.
